UNRWA health department started developing a comprehensive reform in 2009. The impetus behind this reform were the changing needs of the Palestine refugee population, demographic pressures, and the larger non communicable disease case load on the health system. The evaluation covers the Family Health Team approach that is currently being implemented by UNRWA. The evaluation was conducted in October and November of 2013 using a mixed team approach with external experts supported by UNRWA evaluation division staff.
Overall results are positive and consistent with experiences in other similar settings. The Family Health Team approach increases the overall health status of the population and decreases costs over time across UNRWA fields of operation.
